Joe was a member of the United States Air Force retiring after twenty years of service. He served on the USS Crenshaw, USS Pennsylvania, LDS-5, and the USS Oklahoma City,

After retiring from the Air Force, Joe lived in Grand Rapids, Minnesota and was employed at Blandin Paper Company until 1979.
He is survived by his ex-wife, Ginny Turner; two daughters, Debbie Barker and Linda Boutwell; two grandchildren; an aunt, Jane Radmanovich; a niece and nephew; and numerous cousins.
Preceding him in death were his parents, a sister, and two infant brothers.
Joe died at Goose Creek, South Carolina and is buried in Carolina Memorial Park at North Charleston, South Carolina. No photo of grave marker is available at this time.
