Phillip Luoma married Joyce Lestrud in Minnesota in 1977. He lived in Minneapolis, Minnesota after his discharge from the service and then in southern Minnesota after 1967. He was a member of the R.L.D.S. Church, the National Rifle Association, and was a Boy Scout leader. He was formerly employed by Lords Power Co. of New Richland, Minnesota. He enjoyed woodworking, electronics, mechanics, rifle shooting and music.
Phil died in Albert Lea, Minnesota. He is survived by his wife, Joyce; his mother and step-father, LaVonne & William Gross; stepson Craig Lestrud; a daughter, Carrie Luoma; three sons, Troy, Lance and Jason; two granddaughters, Amanda Luoma and Candace Lestrud; two brothers, Delbert and Russell; and two sisters, Ruby Aimonetti and Evelyn Gregg. He was preceded in death by his father Albert M. Luoma.
