Richard was a United States Army veteran of the Vietnam Era and he served in the Army National Guard.

Richard was a resident of Bovey, Minnesota for most of his life. He worked for the City of Bovey as a truck driver, laborer, a part-time peace officer and fire fighter. Richard served on the Bovey City Council and had been an over the road trucker.
Richard and Hazel Hammer were married on January 31, 1976 in Bovey.
Richard was a former member of the Disabled American Veterans, American Legion and the Bovey Moose Club.
His parents, Forrest and Laura Foss; brothers, Jerry and his wife Helene, and Floyd Foss preceded him in death.
Survivors include his wife, Hazel; children, Thomas (Mandy), Laura (Tom Smith); four grandchildren; one great grandchild; siblings, Michael (Mary) Foss, Candace (Brad) Deal, Jon (Rose) Foss, Vandla Foss, and sister/daughter, Heidi (Dan) Varin; several nieces and nephews; and his deer camp family.
Richard died because of exposure to Agent Orange while serving with the United States Army in Vietnam. He was cremated.
